Downtown Business Incentive Credit **update**

As you’ll recall from the Fluence blog sent in late 2023, the City of Portland released its “Downtown Business Incentive” (DBI) credit program, which is a temporary non-refundable credit program to incentivize new commercial lease signings and existing lease renewals in certain downtown Portland districts.  This program was limited to four districts at the time but has now been expanded substantially.  Additionally, a “lookup tool” has been provided so you can see if a property is within these boundaries, and can be seen here:  DBI Credit Program Sub-districts lookup tool.  This works best with the “Microsoft Edge” browser.

Please note that the application deadline for the year 2024 is January 31, 2025.

These are the expanded sub-districts now eligible for this credit program, which are shown on the map below:

    • Central Eastside
    • Downtown
    • Goose Hollow
    • Lloyd
    • Lower Albina
    • Old Town/Chinatown
    • Pearl
    • South Waterfront
    • University/South Downtown
    • West End

 **A point of clarification on the employee requirement stated in our previous blog – an employer must maintain 15 or more full time employees working at least half their time in the building space in order to qualify.
